SASAC Continues to Support the Reorganization of Research Institutes and Enterprises

The reorganization of research institutes and industrial groups will become a major aspect of the reorganization of central enterprises this year. Huang Danhua, deputy director of the SASAC, pointed out at the 2010 Central Enterprise Technology Work Conference that the SASAC will continue to support the joint reorganization of research institutes, design companies, and industrial groups, effectively deploy the central enterprise's technology resources, and strengthen large enterprise groups in promoting corporate restructuring. The core competitiveness.
According to the statistics of the reporter, at present, among the central enterprises, there are Beijing General Research Institute of Mining and Metallurgy, Wuhan Institute of Posts and Telecommunications, Shanghai Institute of Ship and Transport Research, China Architectural Design and Research Institute, China Academy of Building Research, and Beijing Nonferrous Metal Research Institute. Ten scientific research institutes, including the General Research Institute of Machinery Science, are looking for an industrial group to reorganize, or have basically determined the object of reorganization. Recently, there are also reports that a senior official from Beijing Research Institute of Mining and Metallurgy revealed that more than a dozen central enterprises are discussing restructuring matters with the Institute, including Chinalco and Minmetals.
The reorganization of research institutes is a drama for the capital market. Because some scientific research institutes have a small body in the state-owned enterprises supervised by the SASAC, they have listed companies and their influence on listed companies controlled by them is very far-reaching. Taking Beijing Mining and Metallurgy as an example, there are two listed companies under the Institute, namely, North Mining Magnetic Materials and Dangsheng Technology. Even if the research institutes do not have controlling listed companies, the assets of these institutes are expected to enter the listed companies of the industrial group after the merger and reorganization.
The reorganization of scientific research institutes and industrial groups has achieved good results. This is an important reason why this restructuring model is highly respected. According to statistics, up to now, 8 research institutes such as China National Building Material Institute, Shenyang Chemical Industry Institute, Changsha Mining and Metallurgy Institute, and 8 design institutes including China Electronic Engineering Institute, Tianjin Cement Institute, and China Nonferrous Metals Institute have entered the industry group.
"After these institutions entered the industry group, some developed into the company's Central Research Institute, some became the enterprise technology center, and some became engineering (design) companies, showing a good momentum of development, in the enterprise technology innovation system construction and International market development has played a central role.” Huang Danhua said.
At the same time, in order to promote the technological innovation of central enterprises, SASAC also encourages central enterprises to explore multiple ways and ways to use external innovation resources. "In addition to traditional models such as introduction and cooperation between production, teaching and research, it is also possible to explore capital operation modes such as joint ventures, shares, venture capital, and venture capital, shorten the research and development cycle, and seek breakthroughs in innovation," said Huang Danhua.
In addition, Huang Danhua also stated that the SASAC further studies the strength and methods of supporting major technological innovations of enterprises and gives appropriate tilt to the state-owned capital operating budget.
