National policy tilting support for domestic instruments can only be an aid

Recently, the State Administration of Taxation issued the "Administrative Measures on Tax Refund for Domestic Equipment Purchased by R&D Institutions." The measures are clear and domestic foreign-funded R&D institutions or centers purchase domestically-manufactured equipment, starting from July 1, 2009 to December 31, 2010 (according to the time of issuance of VAT invoices), a full refund of value-added tax policy will be implemented. Instrument types include: First, the experimental environment. For example: teaching experimental instruments and devices; teaching demonstrations, demonstration instruments and devices, etc.; second, sample preparation equipment and devices. For example: special types of pumps (such as molecular pumps, ion pumps, vacuum pumps, peristaltic pumps, worm gear pumps, dry pumps, etc.); cultivation equipment (such as incubators, fermentation tanks, etc.); third, laboratory-specific equipment. For example: special photography and photography equipment (such as underwater, high altitude, high temperature, low temperature, etc.).

Experts believe that for this foreign-funded R&D institution or center to purchase domestically-manufactured equipment, they can apply for tax rebates. This is a new round of adjustment made by China in order to encourage scientific research and technological development, promote scientific and technological progress, and provide preferential tax policies. China's government procurement law was promulgated in 2002, which clearly stipulates that "national goods are prioritized" in government procurement, but there is no clear definition for domestic goods.

With the deepening of China’s reform and opening up and economic globalization, more and more foreign instrument companies have achieved “localization” and have established factories in China to manufacture production instruments. So, does this kind of instrument belong to "national goods"? The implementation regulations of the government procurement law (draft for soliciting opinions) specifically define “domestic goods”, and domestic production costs for instruments manufactured and produced in China must exceed a certain percentage before they can be considered as “national goods”. At the moment, it is the final determination of the proportion of domestic companies and foreign companies.

However, in the "government procurement", "national goods priority" is difficult to implement the other reason is "a lot of users in China to China manufacturing outside the bidding." For example, in the instrument industry, many users tend to prefer many instruments to import instruments when they make tender documents. The state also seems to have noticed this problem. It is reported that the country is currently conducting testing of application projects, that is, assessing the application prospects of domestically-made instruments, and if it can really meet the requirements of national applications, it will no longer be allowed to import such instruments. If the first policy is mainly directed at domestic instrument users, then the second policy is to focus on "domestic instruments" from another perspective. It focuses on foreign-invested research institutions or centers in China. The fiscal "tax rebate" policy encourages them to purchase "Chinese-made instruments."

In short, the national policy tilt to help domestic instruments can only be auxiliary, domestic instruments can only catch up with or exceed imported instruments in quality, performance, allowing users to love, like, this is the development of domestic instrument manufacturers.
